EU-Health Programme “Ezaka ho Tomady” to support Governance of the Health System (Madagascar)
About
The EU-Health Programme "Ezaka ho Tomady" aims to improve access to and the quality of essential health services, targeting mother-child couples, young people (especially girls) and the most vulnerable populations.
This action is part of the Multiannual Indicative Programme 2021-2027 for the country's human development, enhancing the potential of Madagascar's population, particularly women and youth, which is an essential condition for the country's development and the fight against poverty.
Objectives
The general objective of this call for proposals is: Support for the governance of the health system – NGO component” is to contribute to the sustainable improvement of governance in the health sector through increased accountability of all actors involved in the organization and provision of basic health services to the population.
The specific objectives of this call for proposals are:
OS1: Exercise citizen control of the conditions for the delivery of SONU4 services in the priority districts of the EU-Health Programme “Ezaka ho Tomady”.
OS2: Strengthen the participation of civil society in the provision of SONU services in the CSBs and CHRDs of the program's priority districts.
Priorities
This call for proposals has the following priority(ies):
Implementation of dashboards for external monitoring of the conditions for the delivery of health services.
This monitoring should focus on the following dimensions: conditions of reception and care of patients (including listening to and informing patients), organization and roles of health personnel, management and use of inputs, service prices, organization of references, user satisfaction. The dashboards should be set up in healthcare establishments receiving priority support.
In infrastructure and technical assistance from the "Ezaka ho Tomady" Program in the regions of Diana, Haute Matsiatra, Atsimo Atsinanana and Vakinankaratra (i.e. 5 CHRD and 40 CSB). The participation of local associations in collecting information and/or carrying out surveys should be encouraged.
Use of the results and lessons from this monitoring for advocacy purposes to improve the practices of all stakeholders.
The information from this monitoring will be disseminated to all stakeholders contributing to the provision of SONU services at the district levels concerned, as well as to other implementing partners of the “Ezaka ho Tomady” Programme (notably UNICEF) and to the Regional Health Directorates (DRS) and the Ministry of Public Health (MSP) at the central level. They should be shared as much as possible with other partners and programs involved in the field of basic health services in Madagascar.

Duration
The initial planned duration of an action cannot be less than 36 months nor exceed 48 months.
Eligibility
To be eligible for a grant, the lead applicant must:
be a legal person and
have no profit motive and
belong to one of the following categories of organisations:
non-governmental organisation, public sector operator,
local authority, international (intergovernmental) organisation as defined in Article 159(1) of the Financial Regulation of the European Union
be effectively established in a Member State of the European Union, in Madagascar or in any country eligible under the financing instrument for cooperation
