The UN Women is seeking proposals to enhance disaster preparedness and response by updating policies and plans with a GEDSI lens, conducting simulation exercises to test coordination and responsiveness, and building capacities on GEDSI in DRRM and for inclusive data management.

Furthermore, it focuses on advancing women's leadership in disaster contexts and piloting community resilience models like community kitchens and information centers. 

Objectives
  • The overall objective is to support in the institutionalization of government-led system for urban and earthquake preparedness at provincial and local levels and to ensure effective community-based mechanisms are in place for gender-responsive disaster reduction, preparedness and effective response, recovery and resilience. Specific objectives include:

    • Plans/policy: To strengthen Humanitarian and DRR policy and plans from GEDSI lens.

    • Response capacity: To strengthen the existing response capacity and humanitarian system of the respective provinces and municipalities, in the context of a large-scale earthquake, and associated disasters from a GEDSI lens, including usage of existing Business Continuity Plans and Provincial Disaster Response Framework and functionality of the Provincial and Municipal level Emergency Operation Centers at respective provinces and municipalities.

    • Women’s leadership: To strengthen women’s leadership and capacity of women’s groups on disaster preparedness, disaster response, cluster mechanism, GEDSI data.

    • Innovative model: To pilot innovative model for community resilience with local women’s groups including community kitchen and information center, when disaster hits project location.

  • The budget range for this proposal is (USD 80,000-84,947)

Duration
  • The total duration of the engagement is for a period from July 2025 – May 2026.

Scope of work
  • Output 1: Government-led operational system for urban and earthquake preparedness institutionalized at provincial and local level for effective response

    • Update Provincial and municipal disaster management committee led EPRP/DPRP, BCP with GEDSI integration.

      • To review the provincial and municipal DRR committee led DRR policies, plans and guidelines from a GEDSI lens at local and provincial levels. As per need, to hold consultations with diverse stakeholders and facilitate coordination among working groups to integrate their diverse concerns and needs and review the policy documents before finalization.

    • Conduct urban and issue-based simulation exercises to test the coordination, and agility of the response system.

      • Conduct issue-based tabletop exercises focused on GEDSI themes, GEDSI responsive relief distribution, GEDSI responsive damage data/ information management. The overall objective of this simulation exercise is to conduct GEDSI theme-based Tabletop Exercises (TTX) based on a mega earthquake and associated disaster scenario at the provincial and municipal level, bringing together key stakeholders functioning in disaster response from province to local levels.

    • Develop capacity on disaster data/Incident Reporting and Analysis, gender/inclusive data management and reporting, and risk information sharing with municipality and province.

      • To address the gap of GEDSI disaggregated data collection, analysis, reporting and visualization, develop capacity on GEDSI responsive data collection and analysis for preparedness. The capacity building will focus on diverse stakeholders from municipal and provincial level, including DRR focal points, GEDSI focal points, cluster co-leads, information management officers, volunteers, Nepal Police. 

    • Create GEDSI data profile visualized by mapping and updating of GEDSI data, resource and services. 

      • Based on the secondary and small-scale primary data collection, create a GEDSI data profile for each province and selected project municipalities. The GEDSI data profile will also ensure visualization of essential services needed for the most vulnerable groups including pregnant women, lactating women, persons with disabilities, GBV survivors, LGBTIQ+ community, elderly population, returnee migrants, children, people living under poverty line, and other marginalized communities. 

  • Output 2: Effective community-based mechanisms are in place to ensure gender responsive climate change adaptation, disaster risk reduction, preparedness, and effective response, recovery, and resilience.

    • Pilot preparedness, early response, response, and recovery initiatives in line with NCO's Humanitarian and Resilience Strategy.

      • Pilot innovative model for community resilience on Community Kitchen and information desks, to ensure food security and access to essential information dissemination. This will be a part of disaster response and will be activated only in need basis when disaster response and recovery needs are activated in select provinces. 

    • Conduct capacity building of women’s rights organizations, women-led organizations and women’s groups to integrate GEDSI lens and analysis in the cluster approach at municipal level.

      • Strengthen the capacities of women’s rights organizations, women-led organisations, women’s groups, organizations of persons with disabilities, LGBTIQA+ led organizations, in DRR and Humanitarian response, to meaningfully engage in humanitarian clusters. The capacity should focus on building knowledge on Humanitarian mechanisms, cluster system, early warning systems, GEDSI responsive DRR preparedness for targeted response, GEDSI-responsive data collection and analysis, national and global policies.

Eligibility

  • Target Group/Constituency/Location 

    • Local governments, local municipalities, provincial governments, women-led organizations, women’s rights organizations,

    • Location: Bagmati Province, Karnali Province, Lumbini Province, Sudurpaschim Province.

  • UN Women is soliciting proposals from Civil Society Organizations (CSOs). Women’s organizations or entities are highly encouraged to apply.

  • Team Composition/Qualifications

    • Team Leader – DRR and Simulation Exercise Specialist

      • Primary Role: 

        • Lead and oversee the full technical and strategic implementation of the TOR, ensure deliverables meet quality standards, and provide coordination between UN Women, consortium members, and government stakeholders.

      • Qualifications:

        • Advanced degree in disaster management, gender studies, humanitarian action or related discipline. 

        • At least 7 years of experience managing multi-stakeholder DRR and humanitarian projects with GEDSI integration. 

        • Proven experience conducting large-scale simulation exercises and managing complex policy reform processes.

    • GEDSI Expert – Gender Equality, Disability and Social Inclusion Specialist

      • Primary role

        • Ensure the integration of intersectional gender equality, disability and social inclusion (GEDSI) across all outputs, including policy reviews, capacity building, data processes, and community-based pilots.

      • Qualifications:

        • Master’s degree in gender studies, human rights, development, or related social science fields.

        • Minimum 5 years’ experience in GEDSI integration within humanitarian, DRR, or development programming.

        • Strong facilitation skills and experience in conducting GEDSI training and community consultations.

    • Data Expert – Inclusive Data and Information Management Specialist

      • Primary Role: Lead the development and operationalization of GEDSI-responsive data systems and visualization tools for disaster preparedness, response and recovery

      • Qualifications: 

        • Masters in data science, statistics, disaster management or relevant discipline. 

        • Minimum 5 years’ experience in inclusive data collection, analysis, and visualization in humanitarian or DRR contexts. 

        • Familiarity with GIS tools, risk information platforms, and data protection protocols.
