The Embassy of Finland in Addis Ababa hereby invites Ethiopian civil society organizations and private sector companies to submit proposals to apply for funding from the Fund for Local Cooperation (FLC).

The Fund for Local Cooperation is governed by Finnish legislation and policies, particularly the Act on Discretionary Government Grants (688/2001) and the FLC Internal instructions (6/2014) of the Ministry for Foreign Affairs (MFA) of Finland.

Objectives
  • Women's economic empowerment and technology-based entrepreneurship

    • The Embassy is looking forward for innovative project proposals that aim at inspiring women entrepreneurship for economic empowerment and contributing to Ethiopia's digital transformation.

  • Peace and Security and democratic development.

    • The Embassy of Finland is looking forward for innovative project proposals that aim at promoting peace and security and democratic development in Ethiopia. Peace and Security may include action for peace Mediation as one form of peaceful conflict resolution and prevention. Permanent solutions to violent conflicts can only be achieved by addressing the underlying political, economic and social problems.

  • Rights of women and girls, youth, people with disabilities, and vulnerable groups of the community

    • The Embassy of Finland is looking forward for innovative project proposals that aim at gender equality and the rights of people with disabilities and other vulnerable groups of the community. 

Funding Information
  • Women's economic empowerment and technology-based entrepreneurship

    • The Embassy will select 2 - 3 projects with the maximum funding of 120,000 EUR for objective 1.

  • Peace and Security and democratic development.

    • The Embassy shall select 2-4 project proposals with the maximum funding of 200,000 EUR for objective 2.

  • Rights of women and girls, youth, people with disabilities, and vulnerable groups of the community

    • The Embassy will select 2 - 3 project proposals in total with the maximum funding of 100,000 EUR for objective 3.

Eligibility

  • The eligibility of applications will be assessed based on the following criteria:

    • The applicant is legally registered in Ethiopia and complies with all relevant local registration requirements.

    • The applicant is an organization eligible for Finnish Local Cooperation (FLC) funding. 

    • The organization has been operational for a minimum of three (3) years. 

    • The proposed project is aligned with Finland’s development policy priorities and the thematic focus areas outlined in this Call for Proposals.

    • The application includes a clearly defined results framework, with project outcomes and targeted outputs supported by adequate indicators and baseline data. 

    • Project activities are realistic and well-planned, and they demonstrably contribute to the achievement of the intended outputs.

  • Eligible actors

    • The fund supports initiatives of local Non-Governmental Organizations (NGOs), Civil Society Organizations, Foundations, Community Based Organizations (CBO) and private sector entities registered in Ethiopia. The organizations must abide by the relevant local legislation.
