The United Nations Children's Fund is calling for expression of interests for its project titled "Prevention, Risk Mitigation and Response to Gender-Based Violence in Emergencies in Tigray Region" to ensure the establishment and scale-up of community-level GBV prevention, risk mitigation and availability of services to survivors of GBV.

The humanitarian crises, such as conflicts and natural disasters from climate change, including droughts and floods in Ethiopia, have exacerbated risks of all forms of GBV, as their impacts are highly gendered and include displacement, loss of social protection, social service infrastructure, food and water shortages, loss of livelihoods, failed crops, and poor health outcomes.

The war in Tigray had a significant impact on young women and adolescent girls. Uprooted them from their homes, they have experienced a myriad of traumas including abduction, rape, death, loss of family members and forced marriage among others.

Funding Information
  • UNICEF’s total cash contribution will be $50,00 – 250,000 for 8 months. 

Expected Outcomes
  • Women and girls have improved access to lifesaving services necessary for healing and recovery from violence and face reduced risks in their communities.

  • Program Outputs:

    • GBV survivors have increased access to lifesaving, age-appropriate services, including health, psychosocial support (PSS), and protection.

    • GBV prevention and risk mitigation measures improve women and girls’ safety and access to humanitarian assistance.

  • Activities:

    • GBV survivors have increased access to lifesaving, age-appropriate services, including health, psychosocial support (PSS), and protection:

      • Support the provision of GBV response services to women and girls survivors of GBV by strengthening case management services and the capacity of service providers in government and NGO partners.

      • Build the capacity of service providers, including local authorities, law enforcement personnel, health care providers, social workers, and teachers, to identify, report, and provide response services to survivors of GBV in line with national and international standards.

      • Support the establishment and running of women and girls' safe spaces and shelters for women and girls at risk and survivors, offering a secure environment where they can receive support and counseling, make peer connections, receive information and services on PSS services, and referrals to specialized services.

    • GBV prevention and risk mitigation measures improve women and girls’ safety and access to humanitarian assistance:

      • Support community-based gender-transformative behaviour change interventions through local partners organization, including women led organizations to shift negative gender and cultural norms that condone GBV, child marriage and female genital mutilation (FGM) and create awareness on available services, including male engagement interventions.

      • Build the capacity of frontline humanitarian service providers (non-GBV staff) on GBV risk mitigation, dealing with GBV disclosures, and making safe and confidential referrals.

      • Carry out community and institutional GBV Risk Mitigation and implement GBV risk mitigation recommendations to reduce risks of GBV identified during safety audits and consultations with women and girls. 

Target Audience
  • The project implementation regions are Tigray, Afar, Amhara, and Oromia regions in the Woredas affected by the humanitarian crisis.

Eligibility

  • Sector expertise and experience: Proven capacity and expertise in GBV programming including GBV prevention, risk mitigation, and provision services to women and girls survivors of GBV. - Previous experience working with UNICEF or any other UN agency, including in GBV prevention, risk mitigation, and response in humanitarian contexts, is an added advantage. 

  • Local experience and presence: Partners need to justify their local experience and presence in the project target areas.

  • Clarity of activities and expected results: Quality of the concept and credibility of the proposed methodology - The relevance and coherence of the proposed plan and associated operations - The inclusion of appropriate interdisciplinary and integrative approaches from the various thematic areas is assessed, mentioning, when appropriate, the importance of the partners involved.

  • Cost effectiveness: The quality and effectiveness of the work plan are evaluated, including the extent to which the resources allocated for the planned activities are in line with the objectives.
