The United Nations International Children's Emergency Fund Pacific Multi-Country Office is seeking eligible Civil Society Organisations for a Contingency agreement to respond to the Critical Needs of Children and Communities in Pacific Countries during Emergencies.

Funding Information
The total budget requested can be the sum of USD 300,000 for each country.
The Contingency Program Document (PD) is valid for a maximum of 6 months after activation.
Expected Results
Within the framework and as set out in the Humanitarian Preparedness Plan, UNICEF will contribute to achieve the following results, in case the contingency agreement is activated:
Health & nutrition anticipated response:
Measles Rubella Immunization
Vaccine Preventable Diseases Outbreak Preparedness and Response plans
Antenatal Care
TT Immunization for Pregnant women
Distribution of Health supplies ensuring adolescent-friendly and gender-responsive distribution points
Nutrition anticipated response:
Scale up or introduction of Integrated Management of Acute Malnutrition (IMAM) protocols and implementation to prevent, identify, and treat severe and moderate acute malnutrition in children
Promote, protect, and support breastfeeding and IYCF practices, including safe, private, and accessible spaces for adolescent mothers and women
Provide micronutrient supplementation (e.g., vitamin A, iron, folic acid, deworming) or fortified foods targeting children, adolescents (both boys and girls) and pregnant/lactating women
Distribution of nutrition supplies, such as RUTF and MUAC tapes for IMAM or MNP in micronutrient supplementation programmes, ensuring adolescent-friendly approaches in both access and messaging
WASH anticipated response:
Distribution of critical WASH supplies, including Menstrual Hygiene Management (MHM)/dignity kits tailored to the needs of adolescent girls
Distribution of safe drinking water, with safe access points for women and girls
Quick fix repairs to water supply, sanitation, and hygiene facilities, ensuring accessibility for people with disabilities and gender-responsive designs
Repair/upgrade/install WASH facilities and services in schools and Health Care Facilities, ensuring that they are gender-segregated and adolescent friendly
Promote inclusive key hygiene promotion, with tailored messaging and participation from families, adolescent peer educators, especially adolescent girls
Education anticipated response:
As required support education specific assessments with Ministry of Education
Establish Safe and Inclusive Temporary Learning Spaces (TLS) (with gender-responsive infrastructure e.g. tents or quick fix repairs to classrooms including maintenance, ensuring protection and dignity for adolescent girls)
Support distribution of inclusive essential learning materials (ECD kits; SIB Kits; Recreation kits and individual learning kits)
Identification and training of teachers (male, female) on PSS in collaboration with Child Protection actors; and provision of EiE to ensure learning continuity (including remote learning as required). Capacity building and training activities may include additional themes, if deemed relevant and based on identified needs.
Regular monitoring of EiE response to ensure targeted children are back to learning, including through accessible and inclusive learning platforms and support EiE transition planning in close coordination with the school communities and education authorities.
Child Protection anticipated response:
Establish and/or identify Child-Friendly Spaces (CFS) as safe and supportive environments for delivering child protection services.
Provision of comprehensive child protection services, including identification, case management, and referrals, with a particular focus on Family Tracing and Reunification (FTR) for those who are separated or unaccompanied.
Provision of community-based psychosocial support for children and caregivers, including Psychological First Aid (PFA), life skills and resilience-building activities, and positive parenting.
Coordinate with civil registration and health units to support new and replacement birth certificate registrations and raise awareness on the importance of legal identity.

Social Protection anticipated response:
Top-up cash grants to current recipients in areas affected by disaster (one-off
Social & Behavior Change anticipated response:
Promote inclusive key message on life-saving information, using channels preferred by adolescent boys and girls, inclusing digital media
Community engagement and social mobilisation activities
Ensure Accountability to Affected Population (AAP) activities and feedback mechanism, including from adolescents, particularly girls, and that mechanisms are safe, accessible, and youth-friendly.

Ineligibility Criteria
CSO submissions will be excluded from the selection process if they:
are not submitted on the UNPP before the specified deadline
do not include all required documents duly completed or do not comply with specifications set in this Call for Expression of Interest.
Eligibility
CSO must:
be registered in their country of origin and in the Pacific Islands Countries where the organization is proposing the implementation of activities (for international CSOs)
not be an entity named on any of the UN Security Council targeted sanction lists.
