CFPs: Support for Training and Entrepreneurship for Employment Development in the Tourism System Initiative (Ethiopia)

The Italian Agency for Development Cooperation has launched a call for proposals to support Training and Entrepreneurship for Employment Development in the Tourism System.
Objective
The overall objective of the initiative is to support local development in Ethiopia's emerging economic sectors. The specific objective is to promote decent job creation and entrepreneurship through the development of skills among youth, women, and persons with disabilities in the tourism sector (such as tourism, ecotourism, hospitality, conservation and enhancement of natural and cultural heritage, and promotion of cultural and artisanal products). The initiative therefore aims to support employment growth, with a particular focus on women and youth, by supporting:
the creation and development of MSMEs;
the improvement of professional skills in the tourism sector.
the development of the tourism sector in the Jimma area and related services, encouraging their digitalization.
Funding Information
The maximum amount of AICS funding is €2,500,000.00 (two million and five hundred thousand/00)
Duration
The maximum duration of project activities is 24 months
Geographic Areas
Project proposals must focus on one or more of the following geographical areas: Addis Ababa and Jimma City.
Ineligibility Criteria
The following are grounds for exclusion of proposals:
Lack of technical capacity requirements;
The lack of eligibility criteria;
The submission of more than one proposal by the same individual (even as a representative or principal of an ATS) for the same project;
Failure to demonstrate the ability to operate on site.
Eligibility
Only CSOs that, on the date of publication of the Notice, are eligible to participate in the selection procedure:
They are not in debt to public administrations for certain, liquid and collectible debts, including debt situations arising from provisions for the revocation of contributions for projects promoted and/or entrusted and/or for humanitarian aid;
They are not in a state of bankruptcy, are not subject to insolvency or liquidation proceedings, in which the assets are administered by a liquidator or a judge, or in which there is an agreement with the creditors, or in which the activities are suspended, or in any other similar situation provided for by national law;
Are up to date with the payment of taxes or social security and welfare contributions required by current national legislation or by the legislation in force in the country in which the contract is executed;
In respect of which no final judgment or final administrative decision has been issued for serious violations of the legislation or ethical standards specific to the sector professional affiliation of the Entity, or for illicit conduct with bad faith or gross negligence that has affected the professional credibility of the Entity, including, in particular, the following hypotheses:
for having submitted false declarations or false documentation in the performance of a contract or in relation to eligibility criteria and conditions relevant to participation in selection procedures;
for having entered into agreements aimed at distorting competition;
for violating intellectual property rights;
for attempting to influence the decision-making process of the Contracting Authority during a selection procedure;
for attempting to obtain confidential information potentially leading to undue advantages during a selection process.
