The United Nations Development Programme Myanmar in partnership with Istanbul International Centre for Private Sector Development (ICPSD) are launching the Frontier Tech Leaders Programme to cultivate a new generation of tech specialists who can develop digital solutions for Least Developed Countries (LDCs) and strengthen local capacities to achieve the Sustainable Development Goals (SDGs).

In Myanmar, the program will focus on closing digital skills gaps, enhancing innovation and productivity, promoting inclusive digital transformation, and forging strong partnerships between their skilled graduates and private sector companies actively looking to recruit new talent. 

To make sure they effectively reach and support their beneficiaries, especially in local communities, the UNDP Myanmar Country Office is seeking a local education partner with on the-ground expertise. 

Scope
  • The scope of work includes the following key components:

    • Partnership Coordination: Coordinate and facilitate meetings with private tech companies in Myanmar that are interested in partnering with or contributing to the FTL Programme, including potential mentorship, paid internship, or employment opportunities for student graduates.

    • Communications and Awareness Raising: Develop and implement a localised communications and awareness-raising strategy to reach potential students across Myanmar, with a focus on young women from the youth 18-24 years old as a first priority group and 24-34 years old as a second priority group for the FTL Programme's bootcamps and community events. 

    • Provision of Study Facilities: Provide 2 physical classroom space(s) for at least 10 students each across Yangon and Mandalay regions, to attend online training sessions, group study, and access reliable internet connectivity for 5 hours per week. 

    • Community Event Organisation: Organize and manage 5x half-day community events to be held simultaneously in Yangon and Mandalay regions.

  • 18 July 2025 31 December 2025

Geographical Focus
  • Activities will be conducted in Yangon, Mandalay, and/or Sagaing Regions, and other areas in Myanmar as agreed with UNDP based on the scope of communications and awareness-raising activities.

Eligibility

Expected Outcomes
  • Inception Report (Two weeks after contract signing):

    • Includes a detailed work plan outlining activities, timelines, and proposed methodologies for each component of the scope of work. 

    • Proposed list of potential private tech companies for coordination. 

    • Communications and awareness-raising plan. 

  • Progress Report (Two months after contract signing):

    • Updates on meetings coordinated with private tech companies (including attendance and outcomes). 

    • Report on communications and awareness-raising activities undertaken (reach, engagement metrics). 

    • Confirmation of classroom availability and usage in designated regions. 

  • Final Report (Five months after contract signing, by 31 December 2025):

    • Comprehensive report on all activities undertaken, including outcomes of private tech company engagements, a summary of student outreach efforts and success, and utilization of classroom facilities. 

    • Detailed report on the organization and outcomes of the three community events, including participant demographics (non-personally identifiable, broken down by age, gender, and if applicable, ethnicity), feedback, and lessons learned. 

    • Recommendations for future community engagement and localized support for similar programmes.
