The ADAPT program—Support for Sustainable Development in the Agriculture and Artisanal Fishing Sector in Tunisia—is a long-term initiative funded by the European Union and implemented by the Italian Agency for Development Cooperation (AICS), in partnership with the World Food Programme (WFP).

Spanning from 2020 to 2028, this ambitious program seeks to transform Tunisia’s agriculture, aquaculture, and artisanal fishing sectors by enhancing their economic, social, and environmental performance through more sustainable and resilient practices.

The program aligns with Tunisia’s broader rural development strategy and the financing agreement signed with the European Commission. At its core, ADAPT aims to support inclusive economic growth, boost competitiveness, and foster decent employment opportunities. Recognizing the challenges posed by climate change, food security, and shifting market demands, the program offers targeted support to private stakeholders aiming to adopt more ecological and sustainable production methods.

One of the central pillars of ADAPT is the €25 million support fund that strengthens the self-financing capacity of private investors. The fund provides grants linked to loans from banks or leasing institutions, covering up to 14% of the loan amount with a cap of €70,000 per project. Importantly, project selection is based on sustainability criteria, ensuring investments contribute positively to the environment, community, and economy.

Beyond financial support, the program focuses on enhancing the capacities of professional organizations in agriculture and fisheries. It encourages these organizations to deliver services that support sustainability while promoting public-private partnerships. Another key component is improving the supply chain for school canteens by encouraging local food sourcing and raising awareness about responsible consumption.

ADAPT also emphasizes research and data-driven development. Through collaboration with the Institute of Agricultural Research and Higher Education (IRESA), the program gathers data on the impact of funded projects. This evidence informs policy dialogue and helps refine sustainability standards across Tunisia’s food systems.

As part of its implementation, the program has launched a call for proposals aimed at strengthening the operational, organizational, and technical capacities of agricultural and fishing organizations (OPAPs). The goal is to enable these organizations to deliver effective advisory services aligned with sustainable development principles. The call prioritizes two axes: enhancing operational functionality and boosting technical and organizational capabilities.

A total of EUR 3 million is available under this call for proposals, with each grant ranging from EUR 1.5 million to EUR 3 million. The program targets non-profit legal entities based in EU Member States or countries covered by the European Neighbourhood Instrument, with mandatory registration or authorization to operate in Tunisia.

Eligibility

Lead applicants must be directly involved in the action and may partner with co-applicants who share responsibility for project design and execution. All applicants must present official documentation validating their legal status and operational presence in Tunisia.

Through this strategic mix of funding, capacity-building, and research, the ADAPT program is paving the way for a more resilient and sustainable agri-food system in Tunisia.
